Uhh....hate to be the bearer of bad news (or to be an insufferable know-it-all) but wouldn't Harry and Dudley's kids be first cousins-once-removed as they're related on their mothers' sides?

Once removed means that they are one generation removed. So, no, first cousin once removed would be Harry or Dudley with the children of the other. Their children are second cousins to each other. Look at this link, it explains the different grades: en.wikipedia.org/wiki/Cousin

Don't worry, it was driving me nuts, too, when I did read Tolkien fanfiction. The Hobbits are so obsessed with family trees and many authors explore that. It didn't help that these words don't exist in this form in my own language, so I was increasingly despairing over understanding that stuff in the first place, and I finally went to find some website that could explain to me what on earth a third cousin once removed is. You are not the only one who has a problem with it!

I generally refer to my first cousins, cousins-in-law, and first cousins once removed as cousins, though I'll usually refer to my first cousins once removed as my 'little cousins'. As for second cousins, I've only met about five so of them (about half of the ones on my mom's side), so I refer to them as that. I barely know them though and wish I knew them better.
But yes, keeping track of all the terms can get rather ridiculous at points.

It can be crazy. One of my friends has a LOT of family on their dad's side. I think she has 10 cousins or so.

My family on my mums side is huge as my great grandmother had 17 kids and so I have a lot of cousins

What you call little cousins I call "children of my cousin" to keep the confusion down. Too many wouldn't understand all that degree stuff. Actually, in English it is first cousin once removed, in German it's (translated literally) second degree nephew/niece . Any question why I am despairing over it?

I also refer to my cousin's child as my 'little cousin'. I only have 3 first cousins but I do have 3 half-cousins and I refer to them as first cousins too, though I only met them about 2 years ago because my mum lost contact with her half-sister and half-brother before that and found them through facebook. They're the only family on my mum's side.
I have a shitload of family on my dad's side that is spread all over the world. His mum had 6 siblings and all of them had at least 2 children who all again had at least 2 children (one has 5 I believe). Then my grandad also has a few brothers who I've never actually met but I know one of them had a son who was born just a couple hours before I was. My family is very confusing. I've never met any of my nan's cousins, nor my grandad's.

My mum's side I have two first cousins, and a shit load of second cousins. Her mum had twelve sibling, and like 4/5 are half siblings. Most of my actual cousins on that side are my mum's age or in their thirties and I call them aunts, and their kids are my age so I call them cousins, but that's not true.. My dad's side I have eight first cousins since he has three sibling who all had children unlike my mum who only had one out of three have kids. And then his mum had ten siblings or more, (the family tree is so confusing since my great gradnpa kept having kids until my dad was born (so imagine being pregnant the same time as your mum)) and they all had multiple kids. Both my grandfathers had little family, and we don't keep in touch with their sides for various reasons. But my grandmothers know everybody on their sides of the family and so we're automatically all in touch since my mother keeps it up. So I know all my first cousins quite closely, and quite a few second cousins, including my immediate aunts families who aren't blood-related directly to me. It can get quite confusing, but they're all spread over the world so wherever I go I'll have family which isn't always great...

I don't have any cousins on my mom's side as her only brother is a bachelor. My dad on the other hand has three younger brothers, so I have 13 cousins, 6 soon to be 7 cousins-in-law, and 7 soon to be 8 first-cousins-once-removed.
And don't even get me started on second cousins. On my mom's side I have around 10, but I have no idea how many there are on my dad's side as my paternal grandpa came from a family of five and my paternal grandma came from a family of nine.
gnovella: yeah, my family is spread around too, though it's mainly concentrated in the mid-west, I have family in Ontario, Canada, Australia, and I probably have relations spread throughout Europe.

Too many relatives on my mom's side of the family to keep track. I kinda think that Harry and Dudley might get together every once in a while. Oh and exchange Christmas cards. But that would be it because of any awkward questions either of their, if Dudley has any, children might ask.

Most of my relatives are either concentrated in Manitoba/Nova Scotia/Ontario if they're in Canada. A few are in NYC. A good majority of them live in Texas. And then all of them are in different parts of India. I have a few in England. And then another few in Australia.
