Petunia has always liked a lot of attention. Now that she's got a spare child that no one cares about, how can she use it to her advantage?
I would like a well-researched fic, but it's pretty much up to you where you go with it:
1) Harry gets rescued and this fic deals with the psychological and medical issues, and the issues of possibly dealing with the press and attention, if it is unable to be kept from the world at large (preferably Hogwarts age)
2) Harry dies before making it to Hogwarts, and the fic is about the reactions of various characters (both Wizarding world and muggle neighbors)
Some suggestions:
1) Harry cannot be sleeping in a cupboard, as it is entirely impossible for Petunia to be seen taking care of an ill child that she forces to sleep in storage. So Harry must have always had a bedroom.
2) (Optional) Vernon might be just as shocked at Petunia's actions as the rest of the world, as Petunia might have proclaimed to hate her sister, but she certainly did not ever claim to hate her sister's son. Why else would she have put forth so much of her energy into caring for him, other than for love? (However, Marge still might have suggested drowning him).
3) I do not like child fics, because Harry as we know him has always had an older voice, even during first year at age 11. I especially hate it when Harry is Hogwarts age and somehow regresses to acting like a 6-year-old and crying all the time. When abuse is discovered, Harry gets sulky, denies everything (even to himself, maybe).
So have fun!
