For Dudley, there's the perfect punishment: Lock him into a room where there's no computer, no television, nothing of his usual beloved games. He only gets two to three small meals every day - mostly vegetables and fruits. No sweets, no fat. Additionally, he has to exercise three times a day. When he doesn't do it, he's forced to by stinging hexes.
The rest, he'll do all by himself - throw temper tantrums till he's having a heart attack.
For Vernon, about the same should work. Petunia, however, is forced to clean out a pigsty. Three times a day. No gloves or anything, she will have to get her hands dirty. In between, she can go and crawl around in the garden, doing all the work herself she had Harry do, and raise the vegetable her husband and son get for a diet. Not sure if it would kill her, but the punishment seems apt to me.

(BTW, has anyone noticed that when Vernon mumbles something that sounds like "mimblewimble" he's actually saying the words to a spell?)
