This happened in a flash of tumblr's, fever and consuming far too much sinus medicine. Having had a few days to beat it into submission I'm surprised at how much I can get it to make sense.
It's a Harry Potter/West Wing crossover with a fictionalised British government (if the West Wing could get away with making George Bush a minor governor, then John Major can lose the 1992 election, although to whom I'm not sure).
Jed Bartlet becomes president a little bit earlier (potentially by me changing the year of Presidential elections) and is President at the time of HBP with the 'we will arrange for the President to forget the call'. Somehow somebody does make President Bartlet forget, until Mrs. Landingham/Charlie/Josh/Leo reminds him. He's shaken that he could forget something like that and calls the PM.
Somehow this leads to the PM explaining about the Wizarding World and that, for whatever reason, there is somebody in the US who is listening to British commands (but he didn't have anything to do with that). They both agree that they each need to take serious control of their respective wizarding worlds, because mind-wiping the leader of a country is not OK. Also because having what amounts to a sovereign nation within a sovereign nation that has different laws is probably massively illegal (and unethical). This leads to the PM and Bartlet learning about Harry Potter and his relationship with the wizarding world.
